As against 9,989 cases of crime against women in 2017, 12,691 were reported in 2018, and 13,104 in 2019, while crime against other weaker sections went up from 804 in 2017 to 1,016 in 2018 and 1,097 in 2019, Vij informed the House in his reply.
However, crime against children, which were 3,188 in 2017, 4,022 in 2018 were 3,870 in 2019. Listing out various steps to control and prevent these instances, Vij said that by March 31, universal helpline number 'Dial 112' will be made functional in the state.
"We are also purchasing 630 new vehicles for the police," he said, adding the government wants police help to reach within 15 minutes.
Responding to Aftab Ahmed's concern over low conviction rate in several crimes, Vij assured the House that if culprits get off because of slackness on the part of officials during investigations then they will be held responsible

Crime against women on rise in Haryana

There has been a 17.27 per cent increase in the number of cases pertaining to cruelty against women and more than 13 per cent increase rape in Haryana in 2019 in comparison to year 2018, statistics tabled on Monday in the State Assembly session showed.
The data revealed 10.71 per cent increase in dowry death during the same period. Senior Congress MLA from Rohtak Bharat Bhushan Batra raised the issue of crime in the State and asked the Home minister to inform about crime rate over the last three years in the State.
Home Minster Anil Vij said in a statement tabled in the House that as compared to 1101 cases of murder in 2018, 1129 such cases were reported in the year 2019 while 1048 in 2017. On the whole, there has been a 2.54 per cent increase in murder case between 2018 and 2019 while 5.06 per cent increase in murder case reported between 2017 and 2018.
The FIRs registered by the police indicated a rising trend of crime against women in the State. As compared to 1534 cases of rape in 2018, 1734 such cases have been reported in the year 2019 while 1248 in 2017. As compared to 4868 cases against women registered in 2019, there were 4151 such cases in 2018. 3326 cases were registered in 2017.

Cases of crime against women and murder grew in Haryana in 2019 as against 2018, Home Minister Anil Vij informed the state assembly here on Monday.
According to the data provided by Vij, cases of cruelty against women continued to rise in the state for the third successive year.
A total of 4,868 such cases were registered in 2019, up from 4,151 in 2018 -- a rise of 17.27 per cent. In 2017, 3,326 such cases were registered, the minister said in a written reply.
Haryana saw a rise of 2.5 per cent in cases of murder in 2019. A total of 1,129 murder cases were registered in 2019 as against 1,101 in 2018.
Robbery cases also saw a rise from 1,299 in 2018 to 1,359 last year.
However, cases of dacoity, attempt to murder, abduction, theft, and public violence witnessed a decline in 2019, the assembly was informed.
Congress MLA Bharat Bhushan Batra had sought to know the data for crimes committed in the state in 2017, 2018 and 2019.
The opposition has often targeted the Chief Minister Manohar Lal Khattar-led Haryana government over the allegedly deteriorating law and order situation in the state.
On Monday, senior Congress leader Randeep Singh Surjewala slammed the BJP-JJP coalition government.
He claimed that criminals are roaming without fear in the state, while citizens are living in fear.
He also alleged that there is no rule of law in Haryana.
"Every 24 hours, there are four rapes, three murders, 10 abductions and five children are sexually exploited in Haryana," Surjewala said in a tweet.
